Dr. Raymond J. Curts, CDR, USN, (Ret.) is currently employed as a consultant by a variety of defense contractors. His last full-time employment was with ENX Group, Inc. supporting ASW Mission Capability Architecture and ASW Data Model development for PEO IWS. Prior to that, he supported the Director of National Intelligence Chief Information Officer (DNI CIO) as a senior member of the Director’s Strategic Planning Group while employed by Science Applications International (SAIC). Earlier, he worked for CommIT Enterprise, Inc. as the Director of Information Technology and Senior Scientist assisting in the development of Enterprise Command & Control (EC2) policy, processes, procedures and assessment methodologies through support to the U.S. Assistant Secretary of Defense for Networks, and Information Integration (ASD(NII)), Office of the Director of C2 Policy.
Since retiring, Dr. Curts has worked in support of numerous DNI, DoS and DoD programs as a defense contractor and has conducted a variety of studies in the areas of Ontologies, Command and Control, C4ISR, Enterprise Architectures, Interoperability, and Information Assurance. He was a primary contributor to the Navy’s Information Warfare Master Plan & Acquisition Strategy and was responsible for a complete re-write of the U.S. State Department’s Information Assurance Policies and Procedures. He is also involved in standards making and investigative bodies associated with IEEE, NDIA, CCRP, ITAA, NIAP, AFCEA, and AOC among others.
